Historical background

The Gordon Plan is what brought families to settle in Cloutier in 1933. Some families moved to Montbeillard in 1932, and one year later, a few families decided to build their home on lands that subsequently became part of Cloutier. The new mission, benefiting from the advantages of the Vautrin Plan, was founded officially on July 5th, 1935. A first group of 30 settlers from Trois-Rivières moved to Saint-Ignace-de-Loyola. Fifteen days later, there were only 10 of them left. Others joined them later. 

Between 1936 and 1940, a few settlers took advantage of the Roger-Auger Plan to move to Cloutier. On September 1st, 1936, the Post Office Department of the Government of Canada named the post office of the place 'Cloutier' in honor of Mgr François-Xavier Cloutier, Bishop of the diocese of Trois-Rivières. The name of the community was finally made official. In 1979, Cloutier became a municipality, and on January 1st, 2002, it became a neighborhood of the new city of Rouyn-Noranda, after the amalgamation of all the municipalities of MRC Rouyn-Noranda. 

Cloutier, with its numerous lakes and rivers, is considered a paradise of nautical pleasured.

Area description

The Cloutier neighborhood is situated 31 km south of downtown Rouyn-Noranda. To get to the urban core of the city, the citizens of Cloutier must follow Highway 391, which passes through the Beaudry neighborhood. Cloutier is part of the southern district of Rouyn-Noranda, as are the Beaudry and Bellecombe. An esker runs along the western side of Highway 391. In 2012, about 355 people lived in Cloutier. Covering an area of 105 square kilometers, Cloutier is the smallest rural neighborhood of Rouyn-Noranda, both in terms of size and population.
